The law covers cards for U.S. citizens. The "NC" for noncitizens came from a different bill that died.
A Florida law signed this spring will change what's printed on many driver's licenses and ID cards. By July 1, 2027, a license or ID card issued to a U.S. citizen "must include his or her legal citizenship status at the time of new issuance, renewal, or replacement," according to the final text of the law.
The change is one piece of HB 991, a broad elections bill sponsored by state Reps. Persons-Mulicka and Trabulsy, with a Senate companion sponsored by Sen. Grall. The House passed the final version 77-28 and the Senate 27-12 in March, and Gov. Ron DeSantis signed it on April 1, the Florida Phoenix reported. Most of the law takes effect January 1, 2027. The license requirement has a later deadline, July 1, 2027.
Some coverage has said the new cards will show "NC," for noncitizen. That wording isn't in the law. It came from a different bill, HB 985, which would have put "NC" on the front of cards for people who aren't U.S. citizens. That bill died in a House subcommittee on March 13, 2026. The law that passed doesn't say what cards for noncitizens will show, or exactly how citizenship will appear on cards for citizens. The Florida Department of Highway Safety and Motor Vehicles hadn't posted guidance on the change as of October 20.
Supporters tie the change to voting. Under the law, a Florida license or ID card that indicates U.S. citizenship counts as proof of citizenship when registering to vote, according to the Legislature's final analysis of the bill. The law also has the motor vehicles department share information with the Department of State each week about people who showed proof of citizenship to get a license or ID card.

"Election fraud is real," Persons-Mulicka said, according to the Phoenix. "It's not a matter of if fraud will occur, it's a matter of when." Defending the card marker earlier in the session, Grall said, "And we are certain that they are not a non-citizen being involved with our elections," Action News Jax reported.
Critics see it differently. "Florida's new 'show your papers' law is a blatant attempt to add unnecessary barriers to the ballot box," said Jonathan Topaz of the ACLU. The League of Women Voters of Florida, Florida Rising Together, the Florida Immigrant Coalition, and Common Cause have sued over the law in federal court in South Florida. On the license marker, an advocate with the Jacksonville Immigrant Rights Alliance warned, "you're getting into very scary territory."
For drivers in Miami, Tampa, Orlando, and the rest of the state, the change shows up when you get a new card, renew, or replace one. Current law doesn't require legal status to be printed on the card, but applicants already have to show REAL ID documents that prove their legal status. Current license holders won't have to reapply in 2027, the Miami-Dade Tax Collector's office told PolitiFact, as WLRN reported. A license renewal costs $48, and a replacement license or an ID card renewal or replacement costs $25, according to the Legislature's analysis. People who become citizens and update their status on time get a new card at no charge, under the law.
Some noncitizens already carry marked cards. Florida licenses and IDs for noncitizens who are in the country legally but aren't permanent residents already have a "temporary" label, and since May 2025 those drivers have had to renew every year, PolitiFact reported. Florida began issuing a redesigned license on September 30, and the state's announcement of that design didn't mention the citizenship change.

Will Florida driver's licenses show citizenship?
Yes. Under HB 991, by July 1, 2027, licenses and ID cards issued to U.S. citizens must include their citizenship status when they're newly issued, renewed, or replaced. The law doesn't specify the exact wording or what cards for noncitizens will show.
Will Florida licenses say "NC" for noncitizens?
Not under the law that passed. The "NC" marker was in a different bill, HB 985, which died in a House subcommittee in March 2026. HB 991, the law that passed, covers how citizenship appears on cards for U.S. citizens.
Do I need to replace my Florida license because of the new law?
No. Current license holders won't have to reapply in 2027, according to the Miami-Dade Tax Collector's office. The change applies when you get a new card, renew, or replace one. A license renewal costs $48 and a replacement costs $25.
